But this is more than just an eco friendly political vote catching project.

There are potentially trillions of dollars of money to be made here. That
makes it of interest to people who will work for the long haul.

Think about if we were to place rectennas offshore:
Oil companies have much to offer this scenario:

They know how to build and operate huge offshore platforms.
They know how to convert energy systems, liquid to electric, electric to
liquid in huge volumes.
They know how to transport huge quantities of volatile liquids about the
globe.
They have an already existing global distribution infrastructure in place.
They have a vested interest in making something like this happen especially
when they can control the spigot.

The only thing we need to convince them of is "drilling the sky"

The US government put a man on the moon, developed the comsat 
business, and invented the internet and the graphical browser.  The 
Swiss gov't invented the World Wide Web.  There are lots of other 
examples.
